Important Update

On Thursday, March 30, 2006, the Committee on Commerce's Subcommittee on Telecommunications and the Internet held their hearing on the Barton, Upton, Pickering and Rush "Communications Opportunity, Promotion, and Enhancement Act of 2006". Bill Signer, our lobbyist, spoke with full Committee Chairman Joe Barton (R-TX), Subcommittee Chairman Fred Upton (R-MI), Chip Pickering (R-MI) John Shimkus (R-IL), John Dingell (D-MI), and Bobby Rush (D-IL). They were all supportive of the need to include language requiring VoIP providers to notify their customers of the need to test their alarm system and notify their alarm monitoring company before number activation and or installation of VoIP phone services.

Congresswoman Marsha Blackburn of Tennessee was less committal on the issue, but her staffer was familiar with it. Chairman Upton has asked his staff to look at the issue.

Congressman Stearns and Towns are sending their letter to Chairman Upton and Ranking Member Markey (see link on the left) urging that the alarm VoIP customer notification language be included in the Subcommittee's bill.

THE SUBCOMMITTEE HAS SCHEDULED OPENING REMARKS STARTING AT 5 PM ON TUESDAY, APRIL 4 AND CONSIDERATION OF THE BILL ALL DAY WEDNESDAY, APRIL 5.

IT IS IMPORTANT THAT YOU CONTACT YOUR MEMBER OF CONGRESS WHO SITS ON THE TELECOMMUNICATIONS AND THE INTERNET SUBCOMMITTEE AND URGE HIM TO TELL CHAIRMAN UPTON, AND RANKING MEMBER MARKEY THAT THEY SUPPORT THE STEARNS/TOWNS AMENDMENT WHICH WOULD REQUIRE VoIP PHONE SERVICE PROVIDERS TO NOTIFY CONSUMERS BEFORE NUMBER ACTIVATION AND/OR INSTALLATION OF THE NEED TO TEST THEIR ALARM SYSTEM AND NOTIFY THEIR ALARM MONITORING COMPANY THAT THEY HAVE SWITCHED TO VoIP IN ORDER TO HELP MAKE SURE THAT THEIR ALARM MONITORING SYSTEM CONTINUES TO WORK.
