LA to Consider Salt Lake City-Like Ordinance

The Los Angeles Police Commission's staff was slated to recommend on Tuesday, April 9, that alarm companies use armed response companies to verify alarms. The guards would notify the police only in the case of a confirmed real emergency. The police would continue to respond to robbery, duress and panic button calls. The proposal replicates one in Salt Lake City.

According to the LA Times, the Police Commission was asked to request that the city attorney explore amendments to the city's alarm code to make the change, and direct the Police Department to draft a policy change. The commission would then revisit the issue.

David Avritt Appointed to CSAA Board

The Central Station Alarm Association (CSAA) is pleased to announce that David Avritt, President of SentryNet, has been appointed to the CSAA Board of Directors. He will occupy the vacated Board seat previously occupied by Ron Carr.

Avritt has over 25 years of experience in the alarm industry, having owned several security installing companies. In 1986, he started a contract central station monitoring business. He has served on the Board of Directors of the Security Industry Association (SIA) for five years and on its Executive Board as Secretary. Avritt is also a founding member of the Mississippi Alarm Association and of SIA's Central Station monitoring interest group. He was instrumental in opening the door of CSAA to contract monitoring companies.

"We are delighted to have Dave on our Board. He is a person of tested ability, sound judgment, and keen perception. We look forward to working with him to make CSAA even better," said CSAA's Executive Vice President Steve P. Doyle.

Dave, wife Nancy, and daughters Brooke and Courtney live in Pensacola, Florida.

Merlin Guilbeau Named NBFAA Interim Executive Director

The National Burglar & Fire Alarm Association (NBFAA) has named Merlin Guilbeau Interim Executive Director. Guilbeau replaces outgoing Executive Director Brad Shipp, who resigned in March 2002.  Guilbeau will serve in a one-year interim capacity, which took effect April 1, 2002. 

Guilbeau, a Louisiana native, has an extensive background in the alarm and security industry.  He comes to the NBFAA from Brown’s Security Systems, Inc., in Natchitoches, La., where he was General Manager of the company.  In addition, Guilbeau has been involved with the NBFAA for some time – he was most recently on the association’s Executive Committee, where he has served as NBFAA Vice President since 2000. 

He sits on the NBFAA’s Communications and Public Relations Committee, on which he served as Chairman in 1999-2000.  Guilbeau joined the NBFAA Board of Directors in 1996 and is actively involved in the Louisiana Burglar & Fire Alarm Association (LBFAA) where he has been Secretary, Vice President, President, and Chairman of the Board.  He co-authored the Louisiana Burglar Alarm Contractors License Law and started the NBFAA/Security Dealer Youth Scholarship Fund in the state for children of police officers and firefighters.

Guilbeau has been in the alarm and security industry for 15 plus years.  He started as a Sales Representative in the industry and has held various positions for several Louisiana security and alarm companies including Operations Manager, Vice President, General Manager, President and Co-Owner.
