FCC’s fax ruling is postponed until January 1, 2005

The Federal Communications Commission (FCC) issued a stay of its ruling that will prohibit all organizations, including associations and nonprofits, from sending advertising or marketing faxes to anyone who has not given previous consent. The revision was originally set to go into effect on August 25, 2003 but is now slated to go into effect on January 1, 2005 . The FCC is expressly granting the stay to give businesses time to take steps to comply with the ruling; it did not extend the time period for organizations to submit a “petition for reconsideration.”

CSAA has received several call as to whether this ruling affects our members' marketing efforts. It is our understanding that it affects any business who sends any promotional information to its clients through fax.

Even though the deadline has been postponed, PLEASE continue to fax the signed consent forms (if you have not done so so far). The American Society of Association Executives (ASAE) and the Greater Washington Society of Association Executives (GWSAE) are recommending to all associations to use this added time to get fax consent from their constituencies.

First Five Diamond Central Station

The Central Station Alarm Association (CSAA) is proud to announce the first central station to achieve the Five Diamond designation, Network Multifamily, in Irving, Tex. (See Central Station staff below).

Since 1982, Network Multifamily has provided in-unit monitored alarms to developers and owners of multifamily communities nationwide and has serviced over five million individual apartment homes. Maintaining a customer base of 400,000 Plus, Network employs over 247 people nationwide. Its customer service call center is staffed 24-hours a day, seven days a week. On a daily basis, 38 operators and managers handle inbound and outbound calls. Under the leadership of Ty Harden, Director of Customer Services, each employee is highly trained by industry-certified trainers, and receives an initial two weeks of structured training. Additional training is provided to permanent employees each quarter.

CSAA's "Five Diamond 100% Operator Certified Central Station" designation is granted to those central stations who have 100% of its central station operators certified by the CSAA Central Station Operator Level I On-Line course, or in conjunction with the SIA/APCO "Train-the-Trainer" course, and further pledge to continue all future certifications through the CSAA On-Line Distance Learning course.

Companies achieving, and maintaining their Five Diamond Certification are committed to serving the public and the AHJs through the professional development and standardization of training for all their central station operators.

This certification, and its annual renewal, demonstrate a proficiency by the staff of the Five Diamond Central Station to the continual upgrade in the performance levels of central station operators who are the first line of defense in emergency response in the private sector.
